Ms. Kayla Sewell Mills is a public sector management specialist with more than thirty years of experience in the Jamaican Public Service. She also brings extensive project management expertise to her role of Chief Technical Director at the Ministry of Justice.

Ms. Sewell Mills has worked as an Administrator with the Ministry of Labour and Welfare as well as the Ministry of Health. She was assigned to the Office of the Governor-General as Deputy Secretary to the Governor-General with responsibility for finance and administration. She later served as Head of Department with her appointment as Governor-General’s Secretary and Clerk to the Privy Council.

Her public sector assignments extended to the Office of the Cabinet where she served as Principal Director and to the Office of the Cabinet Secretary where she provided high level policy and technical support to the Cabinet Secretary and the Permanent Secretaries Board.

Ms. Sewell Mills has been seconded to the Attorney-General’s Chambers (AGC) as Head of the Project Team for the Centralisation of Legal Services (CLS) Project.  Combining her skills as a certified project manager, her experience in public management and her knowledge of public law, she successfully led the Project Team in the design of a centralized legal services entity - a transformation and modernization initiative approved by the Cabinet of Jamaica.

Our “CTD” has also served as a member of the National Contracts Commission and is a Justice of the Peace for Kingston.  She is a recipient of the Civil Service Long Service Medal for twenty-five years in the public service.

Ms. Sewell Mills holds a B.Sc. in Public Administration, a Master of Business Administration from the University of the West Indies, Mona and a Postgraduate Diploma in Public Law from the University of the West Indies, Cave Hill. She is a certified Project Manager with the ‘PMP’ credentials from the Project Management Institute, USA.
